My interpretation of the two-way designation is that any two-way players must be designated as a pitcher until they reach the minimum number of innings and plate appearances, but that won’t stop them from being used as both. It only means that players who are not proven two-way players will count against the team’s total pitcher count, so that teams do not take advantage to have 15 pitchers on their roster.
