Bumgarner doesn’t just throw strikes. He throws strikes on the edges of the plate with better than average velocity. I mean, 92-94 MPH isn’t chopped liver! He sometimes gets frustrated by umps who squeeze him and then he starts catching too much of the plate, but as long as he stays focused on hitting the corners he’s unhittable. He probably has the best fastball command on a pitching staff that has very good fastball command. In short, yes, he can maintain a very low HR/FB ratio with that kind of command.
Yes, it’s a SF thing, but it’s more than Righetti. I believe it all actually starts with Dick Tidrow and the scouting staff who specifically draft and sign pitchers who cammand the fastball on both sides of the plate.
There has not been much movement of pitchers away from SF, and most of their pitchers are home grown, so who knows if they would take this skill with them to another team. I believe Cain and Bumgarner would because a lot of their success is due to tools and skills they had when they were scouted and drafted.
Watch a couple of Bumgarner’s games on TV. If you have a different take, I’d be happy to read it. If you see enough of his games the stats make perfect sense, just like they do for Matt Cain, Ryan Vogelsong and most pitchers you can name.
Knowing how to interpret stats is essential to understanding the game of baseball, but you don’t really understand the game until you can correlate the stats with what you observe in the games themselves. Everybody is scratching their heads over the Giants stat lines, but if you see them pitch it’s perfectly understandable.
I’m sure that’s true for fans who follow other teams closely too. If you don’t think that’s worthwhile, feel free to keep on scratching your head!

A lot of pitchers try. Bumgarner just does it better than most.
