A guy with 100 percentile knuckle and control could probably throw it softer than 60. A pitch that could move that much and go right where the pitcher wanted it most of the time seems fairly unhittable probably down to around 50, possibly lower. Mixing in curves, sliders and sinkers at the same speed would also keep this very soft tosser in the majors.
