The Stolen Base Explosion Hasn’t Continued

This time last year, baseball discussion was focused on one thing: steals. There they were, in great huge quantities for the first time in decades. With disengagements and therefore pickoff throws limited, men on base ran wild. They were successful at a huge clip, to boot. By year’s end, last season’s 3,503 stolen bases were the most in any campaign of the 21st century.
The wildest part about this statistic is that it felt like there still weren’t enough steals. Runners were successful at an 80.2% clip last year. That’s quite a bit higher than the breakeven rate of success, which bounces around the 75% mark based on game state; after all, not all steals are created equal. Russell Carleton dug into the data and noted that runners didn’t change their aggression at all until they had seen at least one pickoff throw.
Meanwhile, their success rate on the instances where the pitcher *didn’t* throw over ballooned to nearly 83%. You didn’t have to be a rocket scientist to figure out where this was going. In 2024, the thinking went, runners would have more experience with the new rules, and therefore would start taking off more frequently, pickoff throw or no pickoff throw. Naturally, new rules take a while to adjust to, but this adjustment seemed pretty likely to happen.
So far, though, it hasn’t. Here are stolen base attempts per game over the last six years. I threw in some old years for scale, but really I’m only concerned with 2023 and 2024:

The units on this one are stolen base attempts per team per game, which is the most intuitive way to think about it for me. Runners are attempting to steal slightly less frequently. So is their success rate going up? Nope:

That’s weird. These things are, at least theoretically, working in opposition. The more bases runners try to steal, the worse their opportunities get, because they were already taking all the good ones. Likewise, if runners get more cautious, they’re presumably giving up the hardest opportunities for steals rather than the easiest, which means success rate should increase. We aren’t seeing either effect so far, though.
What gives? I can tell you that pickoff throws have increased from 1.96 per team per game to 2.13, but that’s not exactly a huge change. It’s also not clear which way that effect should go; in last year’s data, more pickoff throws meant more attempts but a lower success rate. This year, that hasn’t been the case. Pitchers are throwing over to first (and, occasionally, second and third) more frequently, but they aren’t paying for it with increased stolen base attempts. One note: I excluded pickoff throws that resulted in an error and base advancement, because those don’t result in increased chances of a steal; the base has already been conceded by the error.
One potential reason for this running slowdown is that the guys behind the plate are getting better. If you take all the throws down to second by all the catchers in baseball this year and average them up, the pop time across the majors is 1.945 seconds. Last year, that number was 1.96 seconds. In 2022, it stood at 1.98 seconds. In other words, catchers are getting the ball down to second base more rapidly than ever. That’s coming in two places. Existing catchers are throwing faster, but the population of catchers is also changing. Catchers who have at least one recorded throw in 2023 and 2024 have decreased their pop time by .005 seconds on (weighted) average. That’s tiny, of course. The rest of the improvement has come from guys with big arms getting more playing time behind the dish.
Another possible reason: Maybe there are just fewer chances to steal. Leaguewide, OBP sits at .318 so far this year, down from .320 last year. That’s probably not enough of a change to matter, but I still looked into it. To do so, I scraped all of this year’s game logs and looked for two things. First, I looked for the number of plate appearances where there was a runner on first with no runner on second. This excludes the back side of second-and-third double steals, which aren’t really what we’re looking for. Next, I looked for the number of stolen base attempts in those situations.
Take these numbers with a grain of salt, because I think that my method will occasionally mess up the denominator when weird and rare events that don’t end a plate appearance happen, but the results are pretty clear. The rate at which players attempted a steal with second base open jumped massively between 2022 and 2023. That came after a mostly static rate for a decade or so; the new rules made for more steals, just like you’d expect. From 2023 to 2024, that rate has declined slightly, falling by 20% of the gap between 2022’s and 2023’s rates. In other words, baserunners are being less aggressive when given the same opportunities.
Maybe what we’re really seeing is that 2023 was closer to equilibrium than anyone expected. Baserunners weren’t the only ones who were trying out these new rules for the first time – pitchers and catchers were also adapting. Or maybe it’s just April. The stolen base attempt rate was actually lower at this time last year than it is so far in 2024, while success rate was meaningfully higher. There’s plenty of time for more data to emerge. The only thing that seems certain, so far, is that offseason expectations for a massively increased running game haven’t come to pass.

A team bucking this trend is the lowly, all but forgotten, Washington Nationals. They have a 93% success rate and a lot of steals — with so little power and on-base, they have to….but, at least for now, it’s nice to see them doing something right and leveraging one of the few strengths they have.
They are very fun to watch, which is not something I expected I would be saying about the 2024 Washington Nationals.
They were fun the second half of last season, and ran out of gas in SEP. The pitching is a bit all over the place, but assuming Gray, Irvin, and Gore don’t get hurt, and Jackson Rutledge makes it up midseason, they are trending in the right direction. Bullpen is full of “That Guys”, vets occasionally meltdown but mostly reliable. They just don’t hit enough yet…. saving all that team control for next year.

I’ve been watching baseball for decades, and I would have sworn if you asked me that there were 5-10 times that number. Sure, fewer now, but that still just seems wrong. I’m sure it’s not. I’m sure you checked. It’s just weird to me that that’s it.
If I had a team that didn’t steal much, the dirt would be thick and deep with the new rules
Didnt strike me as all that crazy. How many times a game is there a legit threat to steal standing on first or second with the opportunity to steal (IE: no baserunners ahead of him, someone at the plate you dont want to take the bat out of, not a game with a 3 or 4 run lead etc etc). Cant be more than a couple times a game per team.
As Ben shows, even with the huge boom last year there was less than 1 attempt per game.
Most players steal at least one base a year, so pitchers aren’t just going to ignore certain baserunners.
A good hitter at the plate isn’t necessarily a disincentive to steal, since a successful steal of 2B puts the runner in scoring position for that good hitter, or maybe he gets to 3B with 1 out.
Yes, yes they are. Even if that’s true that most players steal one base (im VERY skeptical it is but too lazy to look) You honestly think stealing one or even a handful of bases a year is going to start drawing throws from pitchers? Like, Sal Perez has 6 career SB. nobody is trying to pick of Sal Perez, ever.
I mean, this whole thread is about how there is only ~4 pickoff attempts per game. So clearly pitchers do totally ignore most baserunners.
it very much is because;
A) the guy stealing might get thrown out, now you have no one on base for your good hitter.
B) he successfully steals the base and the team just walks your good hitter, taking him out of the play, and setting up a double play.
How much would Esteury Ruiz (stealing 6 bases in 7 minor league games) change the numbers if he were in the majors?
My greater question is: is this a strategy trend or is it an adjustment of who is playing the game? As in, are the the bigger base stealers are hurt or in the minors/on the bench or are they stealing less often?
This is exactly what I was thinking. This is an effect from Ruiz arbitrarily being sent to the minors (for embarrassing the A’s leadership) and Volpe dialing down the aggression.

Based on looking at the league stats, enough: adding seven attempts to the 323 that have happened so far changes the per-game rate from .878 to .897. Last year was at .899. An eighth attempt would match the 2023 rate exactly. I’m surprised.
I think the author has found some really interesting things, but sample sizes are still very small.
In the author’s defense, he was surprised not that steal attempts/success trended slightly downward, but that they *weren’t* going up, continuing the trend from last year.
Concomitant variations would suggest both would go up, and it did for the first year. Perhaps managers/players adjusted for the rule change last year and despite their success did not take more advantage.
“It’s probably just because Esteury Ruiz is in AAA this year” was my first thought, too.
This was actually my first thought! So I was going to strip Ruiz’s numbers out of last season’s start — but then he only attempted one steal in his first 11 games, so I thought it wasn’t interesting enough to put in the article.
Should have read the comments first before I chimed in…I thought the same thing. Ruiz came immediately to mind but wonder if there are other similar roster moves I haven’t thought of compounding. Ex. I believe Mateo playing much less than LY

One thing I would like to see is how many of the pickoff throws are successful. I think I saw a stat sometime since the start of this season that noted that last year set a record in successful pickoffs. I would think this could play a factor in things.
I think one thing we’re missing in the breakeven analysis is injury risk and fatigue (I see those as sufficiently related to be “one thing”). There are lots of guys who *could* steal more bases but probably prefer to play the long game with health.
Mike Trout, for instance, is still an 86th-percentile sprinter despite only 8 steals (9 attempts) over his last 1300 PA. He could probably still take 30 bags at a 75% success rate, but nobody wants that.
The corollary to this is there aren’t many players whose stolen base skills rate among their top 3 traits. Even for most fast guys, stealing is the 7th- or 12th-most valuable thing they do on a field. It gets deprioritized.
Especially early in the season, not to mention the weather being just generally colder but almost certainly much wetter this year.
You are correct – it’s (early) April. Why not compare the same time period from last year?

Currently, we have 254 SB on 324 attempts in 368 total G. Or 78.4% success and 0.88 attempts per game.
Through the same playing time in 2023, there were 255 SB on 314 attempts in 370 total games. Or 81.2% success and 0.848 attempts per game.
It seems that runners attempt fewer steals in April than other months. There was perhaps an unusually high success rate in April, the first month of the new rules, where the onus was higher on pitchers/catcher to adapt than baserunners, which dropped as the season went on, which may be a factor in why fewer attempts were taken this season.
Still, it is at least pretty clear that stolen base attempts are not increasing compared to 2023.

Weather conditions aside, one would think April 2024 is more analogous to September 2023 than April 2023. In September, like now, teams had had time to adjust to the new rules – in April 2023 it was all still brand new, and no one knew what was going on.
Perhaps, except we also use terms like “mid-season form” etc (how meaningful that term is, I can’t say). Weather may not be the only factor affecting how many attempts players make when they are newly out of spring training.
In any case, the above calculation shows that attemps are actually up over the same period, yet the article argues the opposite with a sloppy comparison.
But if you use that calculation, that’s an increase in the same period. It tells a different story than the data presented.
I kinda think this it. It’s colder in April. It tends to rain more and running on a wet infield will slow you down. This plus teams now having a stronger bias for catchers with better pop times / arms probably explains most of it.
So, stolen bases are up from the same time period last year, but you buried that at the end of the article in order to write an article claiming the opposite trend? Why?
SB’s are down; attempts are basically flat to last April but they were successful at a much higher rate last year. It’s kinda hard to write articles about baseball trends in April!

If a runner is moving at 27 feet per second at top speed between first and second base, that 0.005 pop time gets the ball to second base 4.115 centimeters earlier in the runner’s attempt. Another way to say it, a runner out by less than 4.115 centimeters today would have been safe on an average 2022 catcher throw with a shorter pop time.
A runner has to accelerate before he can reach his top speed, and then he has to decelerate as he’s sliding into the next base.
Did I miss back picks in the analysis? I feel like I’ve seen more of those this year than last year, but very unsure if it’s mattering.

The more logical way of looking at it is that the success rate is falling, so teams are stealing less, either by design or simply as a function of the falling success rate. Which is pretty much what you outline in the rest of the article.
I’m surprised there wasn’t even a cursury mention of pitchers’ times to the plate or other ways they hold runners on other than pickoff attempts.
I’m not expecting guys whose job it is to get hitters out to make drastic alterations to their deliveries, but I wouldn’t be surprised if there were a bunch of guys who had made adjustments that result in them getting the ball to the plate more than 0.005 seconds faster.
Similarly, with a season to adjust to the pitch clock themselves, along with pitchcom devices speeding up the signal process, pitchers could have more opportunity to vary the quantity of looks over to the bag and also how long they hold before intiating their delivery.
One thing I’d really like to see is how percentage of stolen base attempts, along with success rate, changes as the pitch clock approaches 0. Or how many pickoff attempts come with 1 second or less on the clock. When the rules were announced I felt like that would be such a huge advantage to basestealers, but I haven’t noticed any sort of attempt to take advantage of it.

This isn’t true. As another commenter mentioned, there have been more attempts to date this year than there were at the same point in time last year.
Even the article mentions there are more attempts when looking at April 2023 v April 2024, I’m confused by the whole article as it seems like what we expected to happen is happening: runners attempt to steal more often, pitchers/catchers see this and make adjustments, runners start getting caught more and then don’t keep trying more and more. maybe we have reached the point where we thought we would get to, only faster because there has been a full season of dealing with pitch clock and bigger bases.
